Chapter-outlining gives a clear view of how your novel will shape up, but do not worry too much about clear chapter breaks in the first draft. There will be rounds of revision where you can fix it. While outlining, you need a rough sketch to keep going at it. Another technique is to come up with some provisional chapter titles. These may not be definitive but give you a distilled focus on where your story comes from and where it's headed next. But don't get too attached to these titles, as a more exciting and relevant title may come up during the writing process.
